My husband has seizures and his Doctor here can't seem to get his medicine right. The seizures are not all the time but when they are are very bad and he may have several. Does his local Doctor have to refer him to Shands?

If that happen again, just go to the ER. They will follow up with him

It is a public hospital system. But, if youre trying to see someone with a specialization, like neurology, you will need a referral.
