Mr. Lake, When applying for a passport, there are fees required by the US Department of State and the Clerk's office. They need to be paid separately. The US Department of State requires a check or money order for payment for the passport book or card. The Clerk's processing fee can be paid with cash or credit card. A processing fee applies for credit cards. The Clerk's office also provides passport photos for $15 plus tax. For credit card they charge additional processing fee. Cash and money order accepted, but not personal check.
