Is there a rack that can be rented for your kayak? How much is the rental fee anuually? Does the fee includes registration sticker for the kayak ?

Its $85 to rent a "mooring site", plus the $75 annual license fee to put the boat in the water. See the "Mooring Sites" section on this page.
