Hello: Sundale is a semi-private Club. Both golf course and Petroleum Club at Sundale are membership organizations, but public has access to both. Members have certain privileges like preferred tee times and dinner reservations, Several members only events, etc. Golf Course is open to members and guests only until 10 am; non-members are welcome after 10 am. Actually, the golf course is open to the public, but only after 10 or 11 am. I can't remember which time.
The restaurant is but not the golf course. Make sure you call ahead of time just in case there's a private party
