Yes. But it is all gravel and on a hill. Once you get to the memorial, at the top, there are many steps to actually get into the memorial and it would be virtually impossible to navigate the steps. When I was there in Sept 2017, there was a gentleman at the base of the memorial in a wheelchair. His family went to the top. I spoke with him and he seemed to be enjoying the trip immensely.
