Depends what your definition of "near" is. If you don't mind a walk of 5 or 10 minutes something free can always be found after 6pm.
No. But there is street meter parking as well as event parking for as little as 7 US Dollars.
There's a lot a couple of blocks down. When I went to see Wicked there was an attendant and they were charging. I went to see the Lion King on a Thursday and there was no attendant so parking was free.
