Did you go to a deputy registrar's office to apply for your driver's license after you passed the road and maneuverability(cones) test? After you apply and pay for it, they'll give you a paper to drive on. It can take up to 30 days to receive your license in the mail. If you have done everything above and still haven't received them, go to the deputy registrar with your receipt and your documents including your temporary permit ID and inquire about it.
Did you pad both parts of driving to include maneuverability? And if so, go check to see if mail was delivered to correct address. The id only usually takes 2-3 weeks with holidays. Its in a white envelope. Check you mail. Maybe you overlooked
