Yes you do have to have a waiver. Even if you are not jumping. You can sign one electronically online or you can sign one at the kiosk at the door at Defy Gravity.
What do you mean by a waiver? If you're going with someone or a group, I would go together so you guys can get the same jump time. You would start together and end together. If y'all come at different times, your jump times will be staggered. Hope this helps.
