I've heard Neta may be changing their hours. Is this true? If so, does anyone know when it would happen? And lastly, what are the new hours to be (assuming this isn't just a rumor)? I am hopeful this is truth I've been given

My best advice would be to simply call the Neta location you're interested in and request that information.

Yes. I think this weekend it will start. I remember it being something like 8 or 9am until 10pm. Will update later today after i stop in there. *Edit: 8am to 10pm starting 02/18/18
