Yes. There were several dogs there yesterday. Little ones in kayaks and on paddle boards and others on boats. They were private boats, not the ones that take you up the river.
I've seen animals with people but have never done first hand.
If your putting your dog on your boat or whatever with you I would think so but you can always call to double check
