Joanne, I would recommend you to go consulate in person and explain about your situation. I booked tickets for Italy as tourist and couldnt find any availability. I went in person and I explained my situation. They were very kind and helpful and gave me a slot. Though my situation is not the same as yours, what I am trying to say is, there is a great chance to get an appointment if you go in person. I agree that everything is online and it says by appointment only but I just went in person without any appointment. Hope that helps. Good luck.
