Why does a client (JOSE MALDONADO) holds the keys to the property? Why some clients have services provided and some can't have a break? Why is all the donations go to the director for profits, and the homeless get scraps if your lucky?

Doesn't explain why a client (JOSE MALDONADO) holds the keys to the EMANUEL HOUSE, client carries weapons and why COMMUNITY donations are sold by DOTTY back to the community for personal profits. (eg. FOOD, CLOTHING ETC.) This is NOT a safe place, if they don't like you questioning them then you get threaten to be kicked out of EMANUEL HOUSE.
