You need a valid birth certificate, a valid identity card and an expired passport. If you do not have the certificate, you can get it in the local suite 604 of the Central Electoral Board that is next to the consulate. Likewise, the identity card is obtained right there.
You need a legalized birth certificate and pay the corresponding taxes.
