You have two options: go with the father on the day of the appointment or have the form signed in the presence of a notary public. The notary's stamp must be recognized (apostille) by the secretary of the state where the notary is qualified. Only with the second option followed to the letter is it possible to dispense with the presence of the parent on the day of the appointment. You must go to the consulate so that YOUR signature is recognized by us if the signature of the other parent has already been recognized by a notary and apostille.
