Hello Sandra. There are two independent systems: one for the online passport form and another for scheduling. Scheduling is explained at http://boston.itamaraty.gov.br/pt-br/ageamento_eletronico.xml We also have the option to request a new passport by mail: http://boston.itamaraty.gov.br/pt-br/passaporte_pelo_correio.xml
The appointments are all thru the website. You have to try again. After you complete the info on the website you will get an email.
