Yes during the day you can drive down into Wintergreen Park within 50 feet of the water and walk right to it. The only place you can NOT walk is on the Falls themselves, there are signs to warn you not to trespass past safe point. That being said there are lots of spots to enjoy the water where allowed. Some people confuse the Boiling Pot with Winter Green Park. The Boiling Pot that the Village is named after Canajoharie=the pot that washes itself is at the end of Floral Ave with a small parking lot with tables the walk to the water is only about 300' long and paved. If you go upstream you will see no trespass signs at the dam above so do not go farther up just drive to Winter Green and enjoy it.

There is. Through the small parking lot, it's a quick walk to the water. From there, you'll find a path that gets sketchy the further up river you go.
