Costco's business model uses certain avenues to bring customers into the warehouses. The food court is one of these tools. Perhaps you could suggest that they sell them in the prepared food area?
These appear to be corporate decisions rather than those made at store level.
I guess that is because of the trucking cost. I also saw the same thing in Burgerking: it no longer has salad.
