Yes...have your friend write you a letter saying that you have 30days to vacate. An the fact that you just had a baby it will be a faster process beside female who get beat by their partners.
Yes they can help. I had an out of state ID and they were able to help me. They will ask if you are a resident of DC. Depending on your situation they should be able to help you that day.
