if you have to give up your pets and no one adopts them Would you put them down? if so, how long would you keep them before putting them down?

The shelter will put you on a 2 week waiting list and offer a list of other rescues to call. There is a $40 surrender fee. Most dogs are evaluated and either sent to a rescue or fixed and put up for adoption. If not possible then maybe.

Problem is they won't take your pets because there over booked and under funded

I not sure. You could ask the shelter. But if the pets love to get love i be surprised if someone didn't take them. That's how my kitties worm their way into my heart when I trying to choose from all the kitties.
