Tons of people bring tubes and float in the Spring area. They even sell tubes in the gift shop.

The spring is confined in a large circle shaped swimming area. They do allow floats. No place really to tube.
You can float on a tube in the spring. But, on the river you need a canoe or kayak.
You can have an inflatable in the pool at the day use area but not to float down the springs. There is a canoe trip option but it is not for beginners
There really isnt anywhere to tube at juniper. Its a big circle.
