If you give somebody money with a promise to pay it back that's actually a civil issue you will have to sue them civilly
Not quite sure on this one. Thinking for a moment🤔. I don't know that the police can do much but try to call the non emergency # for information. If you intend on pressing charges you need proof to support your story. Good luck.
