Your department, besides Uvalde, are the reason why police aren't held in high regard anymore. It doesn't take much to be one. No real requirements are needed and there are no standards. Look at how Johan Mulero, who abused his power, got fired, then when things got swept under the rug he gets rehired.

Contact the pound or a veteran or put up posts/posters on Instagram, Facebook, Twitter and put posters around your county and city that you live in talking about the dog you found. Also ask around to see if anyone is missing that dog
No idea. Check out DeLand's website, it may guide you through local reports. There is something like that available but I can't remember exactly how to find it. Keep us posted if you hear anything.
If you give somebody money with a promise to pay it back that's actually a civil issue you will have to sue them civilly
