Several entrances to the Wharf and it's free to the public.
No fee to walk the Wharf, but it will cost to park close. There is a trolly/shuttle that will bring you from a outter lot for free. There is also the option for short term parking in city streets around the area.
Or Park in public spaces they are usually an hour or 2 limits on them for free. If you will spend more than that then I suggest the pay to park that way you are not going back and forth looking for a parking.
There is no cost to enter the wharf. You do have to pay to park.
