Brenda, you can buy an Amtrak gift card that never expires. Coach them to plan early and buy "saver" fares. For exa6, KC to Chicago round trip is $100 - $120. Also, you can buy "flexible" fares for two tickets and change them to whenever/wherever you want. Good luck!
Not with open dates but for just 2 tickets..... but there is a monthly pass weekly pass that are open date believe they're called Rail Pass
