Yes they are. You need a driver's license to rent one.
At the handicap entrances, they have a limited number of scooters, wheelchairs, and strollers available for rent with a state issued ID to hold. they aren't terribly cheap, and they often run out, but they're nice to have, if you don't have one to bring.
