Can a parking pass allow you to leave the parking lot, for a few minutes and then go back?

From the Fair website:If you leave any of the general parking lots at any point, you must pay the $5.00 cost again to re-enter if you return the same day

If it's an all day parking pass, I believe you can go in and out but I would definitely check with nys fair. Usually pass would say on it but can check nys fair website

You can get in and out of entrances with a hand stamp but don't think it works for parking.

I honestly don't know I suggest that you call the NYS Fair and ask them directly Before the day you plan to travel and be there. I hope that I helped at least a little bit
