If you don't want to wait in line for the wash, can you just pull in to the vacuum area and utilize those services for free?

The vacuums are located at the exits of the wash, so probably not.

My understanding is if your a paid car wash member. You can just pull into the vacuum areas and vacuum your car. Please Understand that the money from the actual car washes. Pay for the electric for Kevin's Car wash. I just went there today and got my truck washed, then vacuumed the interior. Hope this helps y9u.
