I work with County Parks and can confidently say the pier is open 24/7. While some of the parking lot is closed while the park is closed (sunset to 8am), the lot near the restaurant remains open for people to access the pier at any time they please
Not sure if they are there legally but I've seen people fishing there 24hrs a day
