Report them to the BBB and/or do not rent from them anymore. I completely relate, I've been there and saw for myself.
Try and find ANY motel/hotel in San Diego that DOESN'T have Roaches. We stay at a Hilton that had MORE roaches then I seen at the Heritage. With all the different people in n out,You are gonna get bugs no matter how much They spray.
