Yes. The park is completely fenced in and has manned security guard at the only gate in and out which is locked at 10:00 pm. There is a keypad to enter after hours and the code is changed regularly. Mostly a laid back adult clientele who are quiet. Stayed there for two weeks last fall and didn't see any drug use or drinking
Yes but make sure if you walk on the outer rim trail, if it even accessible after IRMA , that you go with them.
