My step father asked for his ashes to be spread in the Atlantic ocean. He passed away in September. Does anyone know if it's ok to spread his ashes there?

You can spead them right off the beach. My sisters in law dad was spreader off the beach in Morehead city.

I wouldn't even think to ask permission.

From spreading my dad's ashes on the Blue Ridge Parkway you can spread ashes anywhere in NC the funeral home told us that it is completely legal because there is no risk associated with human ashes due to the process they use in cremation (no bio hazards) hope this helps.
