Would I be able to bring a blunted sheathed spear as part of a costume?

Security personnel will monitor the wearing of weapons on the festival grounds. A violation of our weapons policy may result in the confiscation of any weapon. King Richards Faire, Inc. reserves the right to exclude a patron/participant from carrying or wearing a weapon." You should be fine. But everything is case by case.

Just keep it sheathed and you should be fine.
