No the person will have to be there themselves, and have the bill and provide that they stay in your home plus give there social security number.

If it is in someone Else's name, they will need to go with you. Their ID is also needed along with the disconnect notice itself. You may also need proof that you live there as well, such as an ID or recent mail in your name, but I am not entirely sure this is necessary. I hope this is helpful.
