Alot depends on if he was service connected, how long he was in, and etc. I would contact the VA this week during regular business hours and get a operator on the line. Then tell them what your question is and they should be able to refer you to someone that can help. If not, start at the chaplains office or the library at VA. Also you can check with the local county VSO, veterans service officer. Another resource might be online with NC4Vets. I hope this helps.
its called DIC and the Veteran had to have passed away of a Service Connected Related disability meaning one he was already being compensated for...if was not Service connected ( in receipt of compensation already) then the widow would have to apply for survivors Pension which is income based...Theres a threshold rate that the widow Can not be over and also if over his/ her medical expenses paid out of pocket including medical bills will help reduce her income...the VA will count assets, Social security and any orher income the widow has...the lot size of their property and whether they own a home or not.
According to the American Legion's latest newsletter, there is compensation for spouses of veterans who pass away as a result of their military service regardless of their active duty status. Since this was a recent article, I would check their website. Bear in mind also, that dependents of service members that pass away due to wartime activities are entitled to full scholarships; for information, check the VA's website. Good luck and be patient with the process.
