No you should not withhold your rent however you should put it in writing to your landlord with you of your needs you can do two things you can return it to him and you can also have the certified but do not withhold your rent

You should check with legal counsel. In general, when a landlord rents a unit, s/he warrants that the unit is habitable. There is a process to notify the owner.
