They board horses for services members, Dept of Defense civilian employees, retirees or spouses of any of these groups. You don't have to live on post, but you do have to qualify.
Yes, but I don't know if it's just for those living on base.
I'm a horse hauler and that's my understanding. It's for those on base only I think though.
