While I am not sure if a license is required if you're not fishing in it, the reservoir is the closest & biggest open water boating in the White Plains area. Non powered boats don't require registration if you're not fishing I believe, but I'd check their site to be sure, as EPA/F&W police patrol it regularly. It's right across route 22 from the Cranberry Preserve.
kayaking near is white plains small silver lake, on Lake st. maybe also on the huge Kensico Reservoir aka rye lake
