what is a reinstatement fee mean? what if i dont want to reinstatement my drivers license. I just want to get a mass id. D0 i still have to pay the reinstatement fee?

Keep in mind if a license is inactive/expired for two years or more, you need to retake driving tests.

No you do not have to pay a reinstatement fee if you are not applying for a license. You can purchase an id on its own.
