No. When you go to the top, you could figure out directions by locating objects on the foreground. It's not really that high, though.
It looks more like a watch tower if it has a secondary purpose I wodn't know. I was just in town for one night passing through and wanted to walk around and explore. The covered bridges were disappointing but when I walked up to the monument I was blown away the scene was amazing but that wasn't even the half of it if you walk on down to the historic district that's where the best part was in my opinion. Especially the first congressional church and the cemetery behind it.
No, you may go in at a cost but I did not and go up close to the point and look out on all sides.

It was the highlight of our trip. The whole area is ultra-cool. There is the church and cemetery, but also a nice museum. The monument is more of a signpost of where you are.
