How do I report a dog left outside in the cold

I would call Anne Arundel County Animal Control in Millersville to report it. They will take it from there.

Millersville is county Animal Control; SPCA is private, located in Annapolis.

I've been trying to rescue a dog fifteen days and someone leaves theirs out in this weather?!?

Call animal control and report the situation?

I too am ABSOLUTELY DUMBFOUNDED that they walk amongst us. You know... those people who leave their dogs out in The freezing cold of night and day 24/7 WHY IS THAT LEGAL ?!!!!!!
