You can walk in, though I recommend going on a Monday/Tuesday/Wednesday morning around 8am or earlier if you can. The line is not as bad around that time.
I just bought a truck from California. You have to take the car to the vin inspection. Then smog. Then take it all down to the dmv. They have a line just for that. They also can give a 30 moving pass.
I don't think so. But you can try and go there and at least ask. It wouldn't hurt. Due to this virus they may tell you that you have a 90 day extension, I am not sure. Good luck.
