If you can, make an appointment to drop off your plates so you're in-and-out quick. Otherwise, I suggest you go on Tues/Wed morning early around 8:30 when there's not many people lined up. There'll be an officer at the entrance who is helping direct people where to go (at least that's how it was at the Flamingo location).
