I have been trying to call in for 3 days to schedule an appointment. The phone is always busy, no way to leave a voicemail, or states the number is currently not in service. It's time for a 2nd and 3rd line, a way to make or request an appointment.

They don't make appointments. You sign in on a board at the door before they open and are called in in order of sign in at either 9 or 2. They answer voicemails. Just hold on and listen to their message.
