As far as I know and have heard there are no hoops to jump. Just someone who needs help. You may have to stay outside if they are full, so be prepared... There is food there too for those who need it. It was established to help the homeless and jobless of the community.
It all depends on space. You can camp in dignity village but if you choose the wrong spot or the population is over the limit then police will hassle you. There's the pavilion. It's good if you don't have a tent or need a bed but often there is no space. There are the dorms, it's usually hard to get in without disability or job.
