Thank you for having concern for the dog & the possible pups that will come. I would call AWL and report it anonymously. A lot of the pets are not spayed/neutered so as an incentive they make adopters put down a 50.00 deposit that's refundable upon completed spay/neuter. But this person stands to make more than 50.00 for those pups so it may not even matter to them. I would call AWL and speak with them. They can tell you what can be done next.

If they got the dog from a shelter, it is fixed prior to leaving with the new owner.

From my experience working there. Usually the dogs are spayed or neutered before you can adopt them out. The surgery is part of adoption fee. But if they happened to get one that's not fixed and you're concerned that the dog will be harmed or neglected or used improperly you can contact animal control and they'll usually take over. Or call the adoption desk at AWL and they'll give the person a call to tell them to bring the dog in and they'll go from there. Hope this helps
