There are groups that pull dogs for foster. These would be approved groups that would decide if you would provide a safe, caring home until the dog/cat is placed in their "forever home." The rescue groups typically pays the adoption fee, but you would not be keeping the animal as a pet. If you are looking to adopt an animal as your own, you will be charged a small adoption fee. This ensures that you are serious about the commitment and can provide the dog with food and proper veterinary care. If you cannot afford these costs, a rescue group may be able to help while​ you temporarily foster an animal (again, different than adoption). Hope this helps!
