Yes, I believe so. On my application for both times I adopted a pet citizenship was never asked. If you can care for and have a place that accepts pets you should be fine. Some rentals do not allow pets. I have adopted as a renter and homeowner and had no trouble.

Yeah you don't need it. You do need proof of residency though.
