Do they have a rooftop bar?

I don't believe there was a rooftop bar, but instead, on the 2nd floor the restaurant/bar does have seating area outside in addition to inside.

I can tell you, you do not want a room in the 9th floor, they have a party deck or something on the roof, it was ungodly loud for us last weekend until about 1-2 a.m.
