Tuesday and Friday mornings I was in and out in less than an hour. Wednesday and Thursday mornings there was a line 12 people long outside. Inside, there are about 18 spaces for motor vehicle and another 15 or so on driver's license side, so around 33 people waiting inside plus 3 (handicap)chairs, do that's 36 in + 12 outside is a line 48 people long both days. I suggest Tuesday morning@9:15am or Friday morning@8:45 am They don't accept appointments. It's first come first served.
No appointments are taken. The first & last of a month are usually very busy. During the middle of a week should be good. I'd say to go early in a morning.
No, but be prepared to wait in line, possibly outside on the sidewalk for an hour or more. So dress for the cold. We waited outside for an hour and another 45 minutes inside.
