They have a self serve kiosk. My advise. Is get in line, online, right at 7am. Then call and ask if you can obtain his items for him so he doesn't have to miss work. Doesn't matter age, I gave my son permission to register my vehicle years ago he was 17 at the time as well. I don't remember the steps, so it's safe to call. But important to get in line first, the day you're going. Really hope this helped😁

He will need to give you power of attorney. It's just a piece of paper you and him fell out and I don't believe it has to be notarized. But I could be wrong on the notary part. I also don't know if you need an adult. I wouldn't think so if he gave you the power of attorney.
